I've seen that before. CBR may not work or only poorly. Could you try
with some different stream_type values? I've always wondered if it
might work with a specific stream type. Another point to look at is the
bitrate values. Try to experiment with different peak values for
example.
But again, it may turn out that it is simply a firmware/hardware bug. I
don't have time for testing this unfortunately, but I'm very interested
in hearing the results.
