Well, that's it. You're not getting a signal, so you're shooting blanks. I presume that you've checked the obvious, and you know that you do actually have a good signal coming into TV-In.
The first thing to check is 'ivtv-tune -l', which should show your frequency table. If your frequency table's busted, you're not going to get anywhere
