I should also have said that you need to rename the firmware files

ivtv-fw-enc.bin to v4l-cx2341x-enc.fw
ivtv-fw-dec.bin to v4l-cx2341x-dec.fw

The directory for the firmware files on my system is:

/lib/hotplug/firmware

but I am running Mandrake 10.1 so the hotplug directory you need for FC4 is 
almost certainly different.  The instructions on the page:
