The current kernel in Etch is 2.6.15 which explains why the headers
package matching your kernel cannot be found. You need the kernel and
the headers to match exactly.

I think that need to do one of the following:
     1. upgrade to the current 2.6.15 kernel in Etch.
     2. find linux-image-2.6.8-2 and upgrade so it matches the headers
you've already found. You ought to be able to find it in the
        same place.
     3. Grab and use the kernel and headers from sarge which appears to
        be 2.6.8-3

I would recommend either #1 or #3.

The Sarge kernels are in
        ftp://ftp.debian.org/debian/pool/main/k/kernel-image-2.6.8-i386

Other kernels are at
        ftp://ftp.debian.org/debian/pool/main/l/linux-2.6/
