I had that problem a week ago, I spent hours trying to get it set up.  I 
just got it working 5 minutes ago by installing ivtv from source (its 
actually not too bad.)  Follow

0.6.2 from http://dl.ivtvdriver.org/ivtv/archive/0.6.x/ivtv-0.6.2.tar.gz 

I copied files into millions of places in hope that one of them would be the 
correct place.  I know its dirty, but hey, my ivtv works.  
http://www.ivtvdriver.org/index.php/Firmware has all the details.  I found 
that Gentoo looks for stuff in /lib/firmware (which for me is 
/lib64/firmware.)  If you need a list of where all my files are just holler 
back, i'll even give you the files so you dont need to do the firmware 
extract and crap. 

Also note, a very useful command when dealing with this is modprobe -r ivtv 
(removes it.)  Then you can copy some firmware files around and modprobe 
ivtv.  Then check your dmesg and see if it was able to find the files or 
not.  If not, move them some more.
