There is already a tool which does this in the Debian package
(ivtv-make-fwpkg) which will extract a .zip or .inf file and create
a .deb package with them in the right place. That tool could usefully be
taught about firmware.tar.gz as well.

Now that there is a single known good location for getting firmware I've
been thinking about doing wget+ivtv-make-fwpkg in the ivtv-utils
postinst or something similar. I don't think the firmware binary blobs
themselves would be accepted into contrib which is why I'd do it as a
download at install time.
