I don't think the fm tool can acutally tune the card. I did similiar test:

 # ivtv-radio -f 89.45 -j
set to freq 89.44

and then:
cat /dev/video24 > /tmp/test.pcm

about 30 sec later:
hexdump -x /tmp/test.pcm
0000000 ff33 ffc1 0024 00b3 0041 ffc7 ff98 0022
0000010 0053 0062 ff74 ff71 003f 005b 0094 ffd2
0000020 ffa8 fff6 0093 0073 ffb9 ff76 fff8 007e
0000030 0049 fff3 ff68 ffbb 00c5 00c5 ffa8 ffb7
0000040 ffd5 0060 0055 ffcb ff5f ffab 0065 00ad
0000050 ff91 fff1 ff6e 002e 0079 ffaa ff7f ff5c
0000060 008d 0076 ffae ff73 ffcd 0024 00a6 ffe9
0000070 ff8c ff84 005d 0081 fffe ffe1 ffc8 0046
0000080 008d 001c ff87 ffb9 0065 0087 001c ffb9
0000090 ff58 ffe1 005e ffa1 ffa4 ff24 0061 0035
00000a0 0013 ff8e ffa5 0028 0066 0044 ff66 ff80

so it looks fine for me (and yes i can listen to the radio).
