I'm experiencing the same problem with my PVR-350. I posted a similar
cry for help a few days ago. My PVR-350 works just great with the
0.4.3 version of the ivtv driver. I need to upgrade to 0.7 because I need
to update my kernel to 2.6.17.
I haven't had much luck figuring out why it won't work.
I get more snow/static on the lower channels. It's like the "frequency"
is off a tad or something like that.
My configuration from log files is:

Subject: [ivtv-users] heavy snow/static on PVR-500 using ivtv .70 driver.
I'm hoping I can get some help troubleshooting my problems with 2 PVR-500
cards that I have, as I don't really know what else I can do on my own.
Problem: When using tuners, all channels are corrupted with a substantial
(up to 50%) static.
Things I've tried so far: If I plug the same cable into a tv, the
channels come through clear. If I use composite inputs, everything is clear
as well. I've tested in Myth and using ivtvctl/ivtv-tune--both methods yield
the same snowy results. Initially, I tested both cards in the same box
running mythdora 2.32 (FC4, ivtv-0.7-113). The mythdora system was a dual
Opteron system running the Nforce Pro chipset--both cards exibited the same
distortion.
Since I already had a backup system working with a PVR-150 and Knoppmyth
R5D1 (2.6.17-chw-8, ivtv 0.7.0), I placed one of the PVR-500 cards in that
system, and put the other one in a Windows XP system.
There's a little less snow using the PVR-500 on the Knoppmyth system, but
still to much for decent viewing. The PVR-150 in the same box works
perfectly. The system is an Intel 850 chipset (1.8ghz P4) with a matrox
video card.
In Windows the card works perfectly when using the 2.0.43.24054 drivers, but
when I install driver version 2043_24103 or 20.43_24108(beta) from the
Hauppauge website, I get the same snowy reception as in Linux.
I'd be glad to answer any other questions. The following info is from the
Knoppmyth system:
ivtv section of dmesg (from Knoppmyth) reads:
ivtv: ==================== START INIT IVTV ====================
