TVtime can not decode the mpeg stream ivtv based cards produce, see [1]. Try and select a know correct frequency first with ivtv-tune -f <freq in mhz>. It should display something like: /dev/video0: 496.000 MHz (Signal Detected). Now cat /dev/video0 > test.mpg and play it with mplayer or xine. See also [2] for troubleshooting.
