v4l2-ctl is the tool to use to change the settings. They are persistent: 
once set they stay set. I think the median filter is actually not 
implemented in the firmware, but the spatial and temporal filters are. 
The v4l-dvb repository (www.linuxtv.org) has a qv4l2 test application 
which makes it possible to play with these filters interactively.
