Ok, tried this - no difference.  

I have to admit that I'm doing something weird - the version of objcopy on RH9
gives errors (about negative offsets) during the build of the newest kernel.
To work around this, I build the core kernel on another machine and build the
modules on the RH9 machine.  I don't see how this could be a problem
(considering that everything else is working), but I wouldn't rule out the
possibility.

I'm going to dig into the tuner code and see if I can figure out what's going
on.  I'll post again if I discover anything.
