Happy to report that my TV card Is finally working. As Sander indicated, the tuner module was not getting initialized properly.
I'm not exactly sure what made the difference (I've made a lot of changes in this system recently), but here are two significant factors: 1) I screwed the card into place (yes, I'm lame. The card didn't come with a screw so I had it installed without one) 2) I installed Ubuntu, so the startup/hotplug scripts are more recent. Note that _I'm still using the kernel and IVTV drivers that I compiled for the old system._ There was nothing wrong with them. (The new Debian stock kernels seems to have some problems dealing with my PCI bus) So thanks again, everyone, for your help.
