Current directory is not in your search path. You can put the directories with the utilities in your PATH environment variable (use google if you don't know how) and then you can type ptune.pl or ivtv-tune from any directory. You can also add the path to the utilities on the command line, either relative or absolute paths. So when your in the utility directory, typing ./ptune.pl should work.
