That little black bar is common feature on most TV broadcasts. We just don't
see it on normal TV's because of the overscan. Nigh on all the television
channels here in New Zealand have that in varying widths. If you're
outputting to a TV just adjust the output to be slightly bigger and bingo.

I am not sure how/if the cropping works with ivtv but my theory is
that you want to set left to a small  number > 0 basically equal to
the width of the bar.
