It's more or less v4l practice not to automatically set the standard. 
There actually is an v4l2 ioctl that can be used to obtain the detected 
standard and then use it to set the driver's standard, but few drivers 
and even fewer applications support it. And in fact it is not supported 
by ivtv (although it would be fairly easy to add it).

So in practice you have two options: either set the standard directly 
through the capture application or by using v4l2-ctl -s secam. 
Alternatively you can make a driver option by adding the following line 
to /etc/modprobe.conf for SECAM-DK:

options ivtv secam=d
