This value was copied from the Windows driver and I've never seen 
problems with it (at least not with PAL), provided you capture at full 
resolution (720x480/576). If you capture at less than the full 
resolution, then the temporal filter should be set to 0. Some older 
kernels did not do this which led to ghosting, but anything after 
2.6.20 or so should work well.

v4l2-ctl is the only way to change it.
