MythTV can.

It is. There are some technical reasons for doing it this way, but I've 
always kept the door open to implementing a more standard format. It 
would be cool if someone would take up the gauntlet and implement it, 
but it's not the easiest of tasks to do.

In general VBI support in ivtv is very fragile. In fact it is not 
working reliably right now. The core reason is that the firmware seems 
to do weird things when capturing VBI that I've never been able to 
figure out.
