Did you ever use ivtvctl to set the correct input? That would cause the output 
to look like noise. ivtvctl -a will display all information. Then run ivtvctl 
without any parameters to get a help screen that shows you which parameters 
you can set. All I have to do is set the input (I use S-Video in). You may 
also have to select the correct channel, I forget how to do that.

Not sure what you mean by /dev/video16? After you make /tmp/video.mpg just 
open it up with any video player.
