Gilles Scokart commented on IVY-651:
------------------------------------
For me, when there is no artefact in the repository but only a downloadURL, it
is because the artefact must be downloaded and installed manually (= usualy
read and accept a license).
See
http://www.nabble.com/Why-some-packages-has-no-jars--tf2557176s177.html#a7128013
What maven do in this case is reporting an error explaining how where to
download the artefact, and how to install it locally.
> Ivy should be able to handle downloadUrl in POM

> In Maven2, sometimes there is no jar files in the specified location but the
> downloadUrl is specified in POM. Ivy should be able to redirect to download
> the correct jar files from the specified location.
> For example,
> http://repo1.maven.org/maven2/com/bea/wlplatform/commonj-twm/1.1/commonj-twm-1.1.pom
