I don't think downloading it automatically is right.  

AFAIK Maven didn't do it (To be verified).

In some case, it is a zip, a tgz,, etc.  Maybe in some case it could even be a 
jarjar.  How knows?
My understanding of the downloadURL is that this field is filled when the 
person that publish the pom is not allowed to redistribute the module or when 
the person that publish the pom want to force the user to download himself the 
module.
