We have taken the view at COUNTER that federated and automated searches do have
the potential to inflate enormously the search and session counts in the
COUNTER database usage reports and for this reason in Release 3 we require that
usage driven by federated and automated search engines be reported separately
from other searches. Note, however, that such usage is not entirely discounted,
only reported separately, so that it can be viewed.
More generally, we feel that, in view of advances in tehcnology, searches and
sessions are now inadequate measures of the value of databases and COUNTER is
actively investigating the feasibilty of a new database report. We hope to be
able to share our ideas on this with the wider community in the near future.
