[VOTE]: Migrate Xerces-J from CVS to SVN






Hi everyone,

Now that Xerces 2.7.0/2.7.1 have been released things have finally settled 

down in CVS. I think now is an ideal time for the SVN migration.

Both Xerces-C and Xerces-P have successfully moved to SVN and now live 
here: https://svn.apache.org/repos/asf/xerces/. I propose that we join 
them (details below).

CVS modules to be converted:

    * xml-xerces/java (full conversion; includes all tags/branches)

Target URL:
https://svn.apache.org/repos/asf/xerces/java/

The desired layout will look like this:

https://svn.apache.org/repos/asf/xerces/java/
  +-- branches (xerces-j branches)
  +-- tags     (xerces-j tags)
  +-- trunk    (xerces-j HEAD)
