Resolution: Fixed
I've uploaded the jars to
http://www.apache.org/dist/java-repository/xerces/jars/ and
http://www.apache.org/dist/java-repository/xml-apis/jars/. They should have
been mirrored to ibiblio by now. Note that xml-apis-1.3.03.jar is the latest
version of xml-apis. I don't like the naming scheme being used in this
directory or how its organized. Developers from other Apache projects uploaded
all of the other jars and are probably depending on them so I decided not to
muck with it.
