Tools jar seems to have missing/incomplete NOTICE files

The tools archive Xerces-J-tools.2.9.1.zip does not seem to have a full
complement of NOTICE and LICENSE files.
I would expect there to be a top-level NOTICE and LICENSE which gives the
details for the archive as a whole.
Not sure that there need to be NOTICE files for individual jars within the
archive, but if they are supposed to be there, then some are missing.
Some of the existing NOTICE files are incomplete, e.g. the ant ones, which
don't include any Copyright details.
