For xml-commons I think I now have most of the pieces in place to open
a repo on github. The main question is whether we want one
apache/xml-commons repo with separate directories for which, resolver,
and anything else in commons or multiple repos:
apache/xml-commons/which, apache/xml-commons-resolver, etc.

And of course it might make sense to just shut down some of these
projects that haven't been touched in forever, but if so we need to
update all the current web sites to reflect this.
