I don't know if 2.9 is actually in any repository yet. I did a
workaround for my 12.04 machine. I downloaded the current jar file:
http://sourceforge.net/projects/jabref/files/jabref/2.9.2/
-changed the right to "executable file"
--> now you can use it.
--> for desktop integration i did the following:

- created a *.desktop file in folder usr/share/applications
  - linked the desktop file to a picture of jabref.

My jabref.desktop file looks like this:

Comment=Bibliography Manager
GenericName=JabRef
Exec=java -jar /home/fw/JabRef-2.9b.jar

X-MultipleArgs=false
