A translation in Persian? What a great idea!
The details about translating JabRef are given here:

at it.
Basically, they are 3 things to translate:
- the menus
- the window messages
- the help
I suggest you start with the menus because the effort is more limited.
See the attached file.
The lines starting with a "#" are comments (no need to translate).
You should translate the strings which come in the form "string=", such as
Abbreviate_journal_names_(ISO)=
Simply write the Persian translation after the symbol "=".
Spaces should be replaced by the character "_" (they are a few more
oddities, but, for now, that will be do).
By the way, in the configuration of your text editor, please, select the
character set "UTF8" (or use Popeye, as described on the webpage).
I suggest you first translate a few strings, and then send me back the
file so that we can check together that the Persian characters are
properly displayed in JabRef.
