I cannot install EclEmma 3.0.0 either from the eclipse marketplace, or as a direct download. If I try from the marketplace, an error dialog displays: Artifact not found: http://update.eclemma.org/content.jar.
If I download the zip file from the site and follow the directions provided, nothing appears to have been installed. It says to unpack the zip in the eclipse dropins folder and restart.
