Just now I tried a fresh installation of Eclipse Mars and can successfully install EclEmma using Marketplace. So my best guess: Maybe you need to configure proxy in your Eclipse? Can you install something else from Marketplace? Can you try fresh installation of Eclipse Mars? Also consider switching to Eclipse Oxygen, where EclEmma is included into package "IDE for Java developer" by default.
