After talking and ruminating, I'd like to move the Configuration into
Collection if Rodney has no problem with that, and push for a release of
what we have.
1) Will rename to ExtendedProperties to reflect it's general nature as a
better Properties.
2) Since this class is currently part of the Velocity 1.0 release, and
is used by Turbine via the velocity.jar, we would have immediate
customers for sharing this code among at least two Jakarta projects.
