I was going to move collections into commons proper this weekend. I'm not
familiar with Configuration/ExtendedProperties, but if you think it's a good
fit for Collections, then that's good enough for me.
Feel free to drop it into the Collections directory in the sandbox and I'll
move it over when I move everything else (I was going to split source into
java and test, since everyone else seems to prefer that) or wait until it's
in the jakarta-commons tree itself--whichever you prefer.

After talking and ruminating, I'd like to move the Configuration into
Collection if Rodney has no problem with that, and push for a release of
what we have.
1) Will rename to ExtendedProperties to reflect it's general nature as a
better Properties.
2) Since this class is currently part of the Velocity 1.0 release, and
is used by Turbine via the velocity.jar, we would have immediate
customers for sharing this code among at least two Jakarta projects.
