RE: proposal for collections milestone release

Not that I read them carefully, but I'm pretty sure Morgan et al put
together some release guidelines we probably want to follow.  IIRC, I think
we should be calling this "1.0 Beta 1" or something like that.  Milestone 2
would be 1.0 Beta 2, etc., until we're ready for a real 1.0 release. (Which
should be soon, I hope.)
