It seems fairly stable, though I'd rather not rush things too quickly. It
should be fairly easy to go from sandbox -> commons, so I thought a short
spell in the sandbox until the build, documentation, unit testing code are
sorted out, then once its ready to release we could vote then move it into
jakarta-commons and release it.
