I don't see any problem in Commons projects depending on each
other. That's already true in several other cases.
However, it raises the issue of "it's time to create releases" on some of
the stuff in jakarta-commons, so that people have a stable API to depend
*on*. Now that I'm back from a vacation, I'll be spending some time on
this for at least the Commons packages I care most about (beanutils,
collections, and digester).
