Matt,
I forgot to ask earlier... but there seems to be a flaw in your
schematic for the PATA interface.
In the schematic RA4 is connected to READ of the PATA connector... and
also to a pullup resistor.
That same line says "RA5 requires pullup resistor for open drain", yet
it's clearly connected to RA4.
It's interesting too... that WRITE is connected to RE0 instead of RA5...
and does not have a pullup resistor.
