The whole period is say four years. I think the issue is that companies do not have to make the decision (or sysadms within them). They can merely react to an increasing amount of undeliverable mail. I am out of my depth here, but know that SMTP itself is part of the problem. If there was room to create and adopt a QMTP protocol, there is room to think about a son-of SMTP protocol.
