Writing a JDBC driver became harder because of 15 new methods on 
interfaces.  Writing code that would work on 1.3 and 1.4 became nearly 
impossible.

There are some 200 driver writers out there that Sun forced to fix 
invent novel solutions of backards compatability.

The reason it is analagous - is that the installed user base?  It is not 
like your have a WAR-file like drop in of Mailets to James, users have 
to be build-savvy to develop for James.
