Oh I almost forgot, we'd need a constitution, a PMC and a chair. I propose the commiters who voted in the vote to prepare the proposal be the first PMC. And that any commiter can apply to join the pmc, until there are more than 7(or nine or eleven?) pmc members at which point we institute elections (details to be decided at that time)to keep the size of the PMC static.
