Sorry! I didn't even see the TLP proposal. I'll take a look at it now. We
can also make use of documents by by other TLPs, including Avalon (although
they are still beating details to death 6 weeks down the road).
Actually, I was the one who proposed Serge as the initial PMC Chair. As
Nicola points out, the Chair is actually designated by the ASF Board, and is
an Officer of the Foundation. But my understanding is that the ASF Board is
able, and willing, to so designate someone put forth by the project in that
role.

I put a proposal template and draft covering letter in proposals/tlp for
review, but no-one has reviewed them, I don't mind heading this up, but I'm
not going to bulldoze ahead on my own... so review the covering letter and
we can move on again.
We'd need a constitution, a PMC and a chair.
I propose the commiters who voted in the vote to prepare the proposal be the
first PMC. And that any commiter can apply to join the pmc, until there are
more than 7 (or nine or eleven?) pmc members at which point we institute
elections (details to be decided at that time)to keep the size of the PMC
static.
Peter proposed Serge for the PMC chair, I believe that the chair should be
elected by the PMC, once duly constituted.
