o.a.j.UsersRepository moved to o.a.m.UsersRepository but there is no need (according to my perverse logic) to expose UsersStore unless we also implement, use, and expose MailStore, which is currently bypassed altogether.
Its a loose end and either both or neither should move. In the latter case o.a.j.UsersStore should be retired and the MailRepository pattern used throughout.
