Good catch. That is exactly the problem. :-) The static option has
implications that aren't always obvious. :-) We should probably consider
static = true and sender = "sender" to be a configuration error.
I have tested the configuration with static=true and static=false, and I can
verify the effects. Changing their setup to static=false should resolve
their problems.
I change the report to an enhancement request for configuration validation.
