Adding User via JAMES.conf.xml File

Hi all-

Can I add a user via the JAMES.conf.xml file without using Telnet?

If so, does anyone have an example snippet from James.conf.xml that will
illustrate this?

System:
-------
M$ Windose 2k :(
James 1.2.1
Using the local file system (not db) for the store.
Services: SMTP & POP
