To further clarify, I've tried a pretty similar config and I can't
reproduce the problem. I do have a slow down in POP3 for large files,
but the cause is pretty clear - Norton A/V scanning.  And it appears to
be basically indistinguishable from POP3 behavior when I download from
other, non-James accounts.
