Not that it matters in the code, but that really OUGHT to be "204.191.28.*"
as specified in the documentation. This does not matter now, but it may
matter if we change the Matcher to parse CIDR format.
Are you consistently having problems with just those gateways? I see that
you are using a PSINet subnet. Are you being blocked? PSINet has a
reputation for spam, and it is possible that your server is being denied
service based upon your presence in a block list. It is premature to
conclude that being the case, but it is a possible consideration to check.
I only located the following allocations from your netblock:
Richards Packaging Inc 204.191.28.0 - 204.191.28.63
InfoPoll 204.191.28.64 - 204.191.28.95
Optus Corp 204.191.28.96 - 204.191.28.127
I don't know which one is you, but none of them appear to be blocked in any
popular block list.
I would do the following:
(1) install the Milestone code
(2) change INFO to DEBUG in the environment.xml
for the mailet log to start. That way we
can check on RemoteDelivery. Depending
upon what we find there, we may check
elsewhere. You could affect the change
globally if you don't mind the increase in
log traffic while we get things worked out.
(3) log into the server, and manually telnet to
the problem servers, just to see what reply
you get from a manual test.

If Alice didn't have DNS servers configured, then James wouldn't have
located the correct gateways. If she didn't have RemoteAddrNotInNetwork
configured, then James wouldn't have tried to reach the gateways.
