You might want to clarify. What are you saying no to? As you note, if he
has the appropriate keys, then he can decrypt and process the messages.
Since the messages are intended for him to process, one must assume that he
will be in possession of the necessary keys.

The whole point of encryption of mail is to prevent intermediate transports
from peeking at mail contents.
On the other hand if you have the private keys then yes.. but would you
always have the correct key?
