You colleague is simply expressing a view that a certain level of service ought to be provided by a public DNS server. That is great news for those using his DNS servers. I don't expect that his views will be shared by all DNS admins. (I can think of several situations where a public DNS server might not do recursion.)

It is made crystal clear in RFC 1034 that a DNS server may refuse to process recursive queries for "any or all" clients. It is also made equally clear that the use of "stub resolvers" (those that do not handle referrals and therefore require a DNS server that will do recursion) is valid.

I guess that this means, in practical terms, that it is incumbent upon the administrator of a host needing DNS services to find a DNS server that can provide the necessary service characteristics.
