They aren't used because they aren't complete.

Maybe also because the class libraries weren't available, this is changing as 
Classpath gets better.

Because all the other JVMs are restricted, you have to agree to a license to use them. 
And you can't look at the source ...

I don't know.  

It doesn't seem like anyone wants to help develop a JVM, except for a few individuals.
