Check to make sure that your jserv.jar file size is not 0.
If it is ) download the jar file from:
java.apache.org
Projects:
Jserv
Download Apache Jserv
and get this file
Apache-JServ-1.0b2.tar.gz
Replace the your 0 bytes JAR file with the on in this archive.
Make sure they are the exactly the same name.
