The solution is to FTP the file (login as anonymous to java.apache.org).
If you want to see something really strange, check out
http://www.isi.edu/~barish/jserv/jserv.jpg
to see the hex differences in the two DLLs (the top one is the one
which works, the bottom one does not). They are only off by 140 bytes
or so, but the difference is _not_ in the prepending of an HTTP header.
Really odd... Thanks to Jon for helping to figure this out.
