I will try to look at the code and see if I can figure it out. I just wanted
to know if <directory> not working was a conscious decision. I will let you
know if I find anything out.
The reason why I want to use <directory> is that the developer who is
working on that section of our web site (we have many developers) can
maintain their own access control rules in .htaccess files. With <location>
I have to do the work of administering the rules.

I don't know the answer to your questions, but you do have the source
code
to check things out with yourself.
I do know that 0.9.12 is nothing like 1.0 so there is no comparison to
be
made there. I'm sure there is a reason, but I do not know what it is. My
guess is that it is because <location> works just as well as
<directory>.
